Assessment of odor impact

Category
Operation

Who is it applicable to?

When odor assessment is applicable :
When planning or carrying out economic activities that use stationary sources of odor pollution (industry, waste management, livestock farming, food industry, etc.).
When it is necessary to assess whether the activity will exceed the limit values of odor concentration in the vicinity of residential or public buildings.
When preparing Pollution Permits, IPPC permits (Integrated Pollution Prevention and Control), performing environmental or public health impact assessment procedures.
Odor assessment is not applicable to:
Air in the workplace.
Odor caused by a person’s own activity, if that person is also affected.
Cases of accidents or extreme situations.

When is it required?

Before starting a new activity or construction where odors may be emitted.
When changing an existing activity (increasing capacity, changing technology, using new raw materials).
When authorities or the public require an assessment of odor impact.
When preparing EIA (Environmental Impact Assessment), PHSIA (Public Health Safety Impact Assessment) documents or carrying out IPPC or Pollution Permit acquisition procedures.

Result obtained

An odor impact assessment report is prepared, which includes:

Description of the activity, odor sources, and technologies used.
Odor emission and dispersion calculations/modeling according to legal requirements.
Presentation of odor concentration dispersion results and comparison with limit values (currently 8 OUE/m³, from 2026 – 5 OUE/m³).
Indication of odor reduction measures if limit values are exceeded.
Conclusions on compliance with legal requirements and recommendations.

The report is used for:

Obtaining permits for activities or construction.
EIA, SEA, or IPPC procedures.
Disputes or public information cases.
