This service applies to companies operating equipment that uses organic solvents (e.g., painting, printing, cleaning, coating, varnishing, gluing, footwear manufacturing, pharmaceuticals, rubber processing, and other activities) when the consumption of organic solvents exceeds the limits set in Annex 2 of the VOC rules (see Annex 2 of the rules).
Before starting to operate a new device that does not require an IPPC or pollution permit but falls under the scope of VOC rules.
When changing an existing device or activity (significant modification).
Periodically, every year by February 15, submitting a report on the previous year’s consumption of organic solvents, costs, and VOC emissions.
Equipment registration:
The equipment is registered with the Environmental Protection Agency (AAA) by submitting a completed registration form (Annex 6 of the rules).
Attached documents: planned consumption and use of organic solvents, planned VOC emissions, air impact assessment data, EIA or screening conclusions (if applicable).
The equipment is registered for an indefinite period, but data must be updated if the activity or equipment owner changes.
Periodic reports:
Every year by February 15, a report must be submitted to AAA and AAD on the previous year’s consumption and use of organic solvents, VOC emissions into the air, and monitoring data (Annex 5 of the rules).
The report must include: equipment name, type of activity, names and quantities of solvents and mixtures used, hazard phrases, VOC emission amounts (organized, unorganized, total), and monitoring results.
Data can be submitted via IS “AIVIKS”, by mail, or email.
Other requirements:
Compliance with VOC emission limit values according to activity type (Annex 2 of the rules) is mandatory.
Monitoring programs must be implemented and VOC emissions measured if necessary.
In case of non-compliance or exceedances, AAA and AAD must be informed immediately and corrective measures taken.
Every year by February 15, calculate and pay the pollution tax based on actual consumption.
