An IPPC permit is mandatory for all installations carrying out industrial activities listed in Annex 1 of the IPPC rules (e.g., large-scale energy, metals, mineral materials, chemicals, waste management, food industry, intensive livestock farming, etc.).
The permit is required for both new and existing installations when the activity or its modifications meet the criteria set out in Annex 1 of the IPPC rules.
The IPPC permit does not apply to scientific research, experimental development, or testing of new products/processes if they last no longer than 2 years.
Before starting to operate a new device or after making a significant modification to an existing device.
When changing an activity or equipment in a way that may alter the nature or scale of pollution (e.g., increasing production capacity, changing technology, starting to use new raw materials or substances).
An indefinite IPPC permit is issued, which sets specific conditions: permitted pollutant quantities, technologies used, waste management, noise, odors, water use, monitoring, and other requirements.
The permit includes all necessary measures to ensure a high level of environmental protection, compliance with Best Available Techniques (BAT), prevention, and pollution reduction.
Permit conditions are periodically reviewed (at least every 4 years or when legislation, BAT, or activities change), and if conditions are violated, the permit may be amended or revoked.
The procedures for issuing, amending, and revoking the permit are public – the public can submit comments and suggestions, review applications submitted to the competent authority for IPPC permit issuance, and review issued IPPC permits and their conditions.
